Rep. Jim Moeller Weekly E-Newsletter – The Capital budget

Hi Folks,

As you probably know, our state has 3 major budgets: The Transportation budget, the Capital budget, and the Operating budget. Last week we talked about the Transportation budget.   This week I wanted to speak with you about the Capital budget.

ConstructionThe Capital budget includes funding for the construction and repair of state buildings, colleges, universities, parks, schools, housing for low-income and disabled persons, and services for low income seniors. In our district, previous Capital budgets have helped to repair and replace buildings on the campus of the School for the Blind and the Deaf.

They also provide funding for community projects like the new warehouse for the FISH food bank, repairs to the YWCA and the YMCA, plus numerous conservation projects in the Columbia River Gorge. We also have to thank Capital budget funds for the re-design and creation of Vancouver’s beautiful Waterfront Park.

Half of the funding for Capital budget projects comes from state issued bonds while the rest is funded by dedicated accounts, trust revenue and federal funding sources. Also, the proceeds of bond sales are spent under the Capital budget.

Communities across the state rely on these funds to build and repair numerous community buildings and outdoor areas.

Last year, for the first time in 18 years, there was no Capital budget because the Senate refused to pass one. I am hoping for a better outcome this year. There is a lot at stake.

Just a side note. Vancouver was chosen as the most romantic city in Washington by Amazon. Way to go Vancouver!
