A Vancouver resident, Jim has been a chemical-dependency counselor at Kaiser Permanente for 30 years. Jim has a bachelor’s degree in psychology from Washington State University, he did graduate work in social work at Portland State University, and he’s a graduate of the Mark Hatfield School of Government at Portland State.
Now in his seventh term serving the 49th District in the Washington State House of Representatives, Jim has served as House Speaker Pro Tempore since 2010. Formerly, he served two terms on the Vancouver City Council. Jim served as the Co-Chair of the Behavioral Health Task Force and held positions on the Senate/House Joint Taskforce on Revising the Child Support Schedule. He served as co-chair of the Joint Committee on Veterans & Military Affairs and is also a former co-chair of the Senate/House Joint Taskforce on Public Health Financing. He is also a past member of the Governor’s Work Group on Licensing of Mental Health and Abuse Counselors.
Jim is an honorary boardmember of the Big Brothers/Big Sisters, and a boardmember of the Human Services Council. He’s also a former member of the Clark County Methamphetamine Task Force, a former boardmember of the Washington End of Life Coalition, former vice chair of the Association of Washington Cities, a former member of the Governor’s Council on Substance Abuse , and former chair of the Southwest Washington Health District Board of Directors. Jim is a founding member and former co-chair of the Vancouver/Clark County Lodging Tax Advisory Committee, a former member of the YWCA Diversity Task Force, a former member of the Clark College Advisory Committee on Chemical Dependency, a founding member of Clark County Pride, and a founding member of Hands Off Washington.
He is honored to have had the opportunity to sponsor and pass several pieces of legislation to protect vulnerable adults from exploitation and abuse and to ensure that Veterans have access to emergency funds. While on the transportation committee, Rep. Moeller was able to secure funding for numerous re-development projects in down town Vancouver as well as much needed upgrades to the highways and streets in the Clark County area. He also worked with local citizens to bring funds for the redevelopment of downtown Vancouver protecting the cities historical buildings and parks.
