Elections by mail

HB 1754 (Hunt)

Secretary of State request--the county authorization part

5 (Ds)-4(Rs)

Allows counties to conduct elections by mail ballot; beginning January 1, 2008, all elections will be conducted by mail ballot.

Election system and procedures improvement

HB 1749(Green)

Review of election-related policies, procedures every three years;

Requires county auditors or county canvassing board to take corrective action of any problems uncovered in reviews.

HB 1752 (Green)

Secretary of State request

Improving procedures for ballot processing and canvassing;

Provisional ballots must be distinguishable from other ballots;

Voter who neglected to sign envelope must be contacted by phone (no voice mail) or first class mail;

Requires daily counting of ballots for counties over 75,000 (13 counties)

Clarifies signature checking;

Paper verification for poll-site based electronic voting systems; etc.

HB 1753 (Green)

Provisions to further implement the federal Help America Vote Act:

Requires registrant to check box and sign declaration that he/she is a citizen;

Lists forms of identification allowed;

Adds State Patrol and Administrator of the Courts to other agencies in checking for felons on voter list;

Allows homeless registrants to register at public buildings.; etc.

Court order establishing guardianship shall specify whether or not voting rights are retained.

HB 2062 (Darnielle)

Right to vote restored upon completion of sentencing requirements, except financial obligation. Upon 2nd felony the right to vote is lost permanently.

Requiring the state to assume a share of the costs of the state primary and general elections. (Currently the state only pays a share in odd year elections). IN APPROPRIATIONS
