Rep. Jeff Morris’ Biography

Representative Jeff Morris is a fourth-generation native of Guemes Island in Washington State. He was elected to the State House of Representatives in 1996. He has served as Speaker Pro Tempore, House Floor Leader, 8 years as Chair of the Technology, Energy, and Communications Committee and Chair of Finance. He is also a trustee of the Washington State Life Science Discovery Fund.As Principal of Energy Horizon LLC, Jeff directs the Pacific Northwest Economic Region’s Energy Portfolio and consults for energy companies on commercialization and project development. Jeff is the past director of the Northwest Energy Technology Collaborative at the Washington Technology Center.Jeff co-founded the Northwest Energy Angels – the first North American angel investing group focused on energy start-ups, the acclaimed Legislative Energy Horizon Institute, and currently is forming a regional Energy Storage Coalition.

Noted as one of our most prominent leaders and critical thinkers on the future of energy and technology policy, Jeff currently serves on the two national energy task forces on energy strategy and transmission. The U.S. Department of Energy recognized his work by naming him a “West Coast Power Player.” His legislative contributions were internationally recognized by the Canadian Consulate for eliminating commerce barriers between the two countries.

Jeff currently chairs the National Conference of State Legislatures Environment Committee, is a past Chair of the Council of State Governments-West, past President of the Pacific Northwest Economic Region, and has previously served as staff to U.S. Representative Al Swift.

Jeff represents the 40th District that includes San Juan County and parts of Skagit and Whatcom Counties.
