Dear Neighbor,

The second major cutoff for this legislative session came last Friday when all fiscal bills had to be voted out of their respective committees or else be considered dead for the session. 

The exceptions to that rule are bills that are necessary to implement the final 2011 supplemental budget and the 2011-13 biennial budget.  I and my House colleagues will be on the floor pretty much non-stop until March 7th approving bills and sending them to the Senate for the next step in the legislative process.

FIVE of my bills have been passed out of the House:

HB 1229 Concerning the certification of commercial driver’s license holders and applicants. This bill is necessary to maintain critical highway funds. The DOL will develop improved recordkeeping to make it easier for drivers to comply with the new requirements.

HB 1234 Addressing law enforcement crime prevention efforts regarding security alarm systems and crime watch programs for residential and commercial locations.  This bill exempts from public disclosure information collected by law enforcement agencies regarding local security alarm systems and vacation crime watch programs.

HB 1520 SR 520 Modifying state route 527.  On November 19, 2009, the City of Bothell submitted a request to the Transportation Commission that 2.51 miles of State Route 527 be transferred to the city.  Transferring this road will enhance economic vitality and increase the potential to redevelop the area.

HB 1710 Creating a strategic plan for career and technical education.  In Washington State we are blessed to have a strong technical and manufacturing economy.  This is one segment of the economy that requires an highly educated workforce.  This legislation provides Career and Technical Education for middle and high school students for our constantly evolving workforce.

HB 1885 Providing streamlining improvements in the administration of programs affecting the natural environment.  This legislation streamlines various functions in state agencies responsible for the administration of statutes that affect our state’s environment.  It will remove unnecessary bureaucracy allowing more efficient use of time and resources.

ONE last bill still to go:

HB 1384 Concerning public improvement contracts involving certain federally funded transportation projects.  The Department of Transportation requested this legislation to help keep in compliance with Federal regulations.  Federal Disadvantaged Business Enterprise (DBE) regulations require prime contractors to pay subcontractors in full by no later than 30 days after the contractor’s work is satisfactorily completed.

This bill will help local contractors on transportation projects to be paid in a timely manner.

In other news, Washington is growing!

The 2010 census numbers are all in and Washington is officially the 13th-largest state in the nation now.  According to the official count, there are 830,000 more people living in our state now than there were a decade ago.  Because of that, we have earned an additional seat in the U.S. Congress.

Following every census, the Washington Redistricting Commission resets our legislative and congressional boundaries to keep population counts consistent between each district.  That work is underway right now, and the Census just released its data from the 2010 count, along with this interactive map:

1st District constituents are invited to meet with your Legislators on March 12th!

Sen. Rosemary McAuliffe, D–Bothell, Rep. Derek Stanford, D–Bothell and Rep. Luis Moscoso, D– Mountlake Terrace, invite residents to the 1st District town halls.

On March 12th there will be three locations and times to :
