House passes Simmons’ bill supporting nursing assistants’ recovery efforts

OLYMPIA – The Washington State House of Representatives took another step toward ensuring compassionate and humane treatment of health care professionals who are in recovery.  

HB 2340 ensures that nursing assistants have equitable access to financial support for substance use treatment and reduces stigma after they successfully complete the Compassion, Accountability, Recovery, Empowerment and Safety (CARES) Program. The CARES Program helps health professionals suffering with substance use disorder to keep their license and continue to work with extensive monitoring. It currently covers Registered Nurses. HB 2340 expands the program to include nursing assistants. 

“I believe all people deserve a second chance,” said Rep. Tarra Simmons (D-Bremerton), prime-sponsor. “Taking advantage of that second chance and changing your life around entirely is extremely difficult. This bill helps recognize and support those who are making the effort.” 

This bipartisan legislation also reduces stigma by limiting public posting of enforcement actions once someone has substantially complied with all program requirements.  

Substance use disorder is a treatable health condition, yet public disclosure of past enforcement actions, especially when someone is actively engaged in recovery, can discourage individuals from seeking help early. This bill shifts the focus from punishment and shame to accountability and rehabilitation, encouraging individuals to enter monitoring programs sooner. 

HB 2340 passed 92-3-3. It now goes to the State Senate for consideration.
