OLYMPIA—The supplemental construction budget proposed by the House of Representatives would invest in housing, education, and new infrastructure.
“This budget creates good jobs today while building a better future for generations,” said Rep. Lisa Callan (D-Issaquah), acting chair of the House Capital Budget Committee. “I want to thank all the lawmakers on the committee, from both parties and around the state, for their collaboration to craft this budget.”
Washington state writes two-year budgets, with the main capital, operating, and transportation budgets passed during the long sessions like 2025. In short sessions like this year, adjustments are made via supplemental budgets. The 2025-2027 capital budget passed last year totaled $7.5 billion.
Highlights of the supplemental budget include:
- Projects addressing housing and homelessness, with $221 million more invested, targeted at shovel-ready projects, bringing the two-year budget total for housing to nearly $1 billion.
- Public school construction funding of $78 million.
- Projects responding to urgent needs at local communities and state agencies, including flood response and tribal resiliency along with projects at Western State Hospital and Department of Corrections facilities.
- Climate Commitment Act projects include $72 million for habitat restoration and conservation, $11 million for salmon recovery, $284 million for clean energy and decarbonization, $10 million for housing efficiency, and $22 million for community grants and projects.
The Capital Budget Committee will hold a public hearing on the proposal at 8 a.m., Feb. 24 in House Hearing Room B of the John L. O’Brien building. The budget will be introduced as a substitute for House Bill 2295.
