Rep. Timmons advances bill to correct historical funding disparity at WWU

Public college and universities in Washington provide affordable world-class higher education opportunities for in-state students. However, recent funding cuts from the state and federal government have put those opportunities at risk. A bill from Rep. Joe Timmons (D-Bellingham) highlights a historical funding disparity and aims to make higher education funding more equitable, ensuring current and future generations of students are supported into family-wage jobs.  

House Bill 2070 was heard Wednesday at 1:30 p.m. in the House Postsecondary Education & Workforce Committee. The bill focuses on improving funding for Western Washington University (WWU), a regional university that has received the lowest funding on a per student basis for the last three decades despite producing the results Washington needs.  

“For so many Washingtonians, higher education is the bridge to a good job and a stable future,” said Rep. Timmons. “HB 2070 is about making that bridge stronger — so students can access college more easily, complete their education, and step into careers that strengthen our workforce.” 

“As a WWU alumni, I know firsthand the tremendous educational opportunities the university delivers. Western has the strongest enrollment, retention, and graduation rates among regional universities in Washington and has historically received the lowest funding on a per student basis,” said Rep. Timmons. “HB 2070 will help ensure the state supports universities that are producing results, instead of punishing them for good work. At the end of the day, this funding disparity harms the student experience.” 

Rep. Timmons said the legislation reflects what he hears from students and families in Whatcom County and across Washington: they want opportunities for students to succeed and a higher education system that delivers real value. As a neighbor to Western Washington University, the 42nd Legislative District is home to students, staff, and faculty at WWU and sees firsthand how higher education investments strengthen local economies and expand opportunities. 

“Western Washington University is proud to work alongside state leaders to make progress toward correcting the low per student funding WWU has received for decades and ensure higher education continues to serve our communities,” said WWU President Sabah Randhawa. “Efforts like HB 2070 recognize the important role our public universities play in strengthening Washington’s economy and preparing the next generation of leaders.” 

HB 2070 aligns with broader priorities to improve affordability, strengthen workforce development, and support student success. If passed, the bill would help Washington modernize how it assists students and institutions — with a focus on access and equity.
