Bills On the Move!

Dear Friends and Neighbors, 

It’s almost policy cutoff, which means each bill needs to have passed in its policy committee in order to continue being considered in fiscal committees and the house floor! Here’s an update on the bills I’ve sponsored:  


HB 2399 — Ending Post-Loss Insurance Benefit Assignments This bill prohibits the practice of post-loss assignment of benefits in property insurance, meaning after a covered loss, a third party cannot take over a policyholder’s insurance claim. This protects homeowners from predatory practices, reduces fraud and inflated billing, and ensures policyholders retain control of their own claims.

HB 1228 — Strengthening Toxicology Testing Standards This bill updates standards for toxicology testing conducted by certified and accredited laboratories in Washington. By improving accuracy, consistency, and oversight, the bill strengthens public health and safety and ensures that critical testing data used in legal and regulatory settings is reliable and trustworthy. 

️Passed out of committee. Next stop: Appropriations!  

 

HB 2585 — Establishing a Washington False Claims Act This bill creates a state-level False Claims Act to combat fraud against government programs. It gives Washington stronger tools to recover taxpayer dollars lost to fraud and empowers whistleblowers to report wrongdoing, helping protect public funds and program integrity.

HB 2393 — Clarifying Liability Standards in Correctional Facilities This bill clarifies liability related to injuries in correctional facilities when individuals voluntarily use controlled substances and required medical care is provided. It provides clearer legal standards, protects taxpayers from unnecessary litigation, and supports correctional facilities in delivering appropriate care.

HB 1269 — Updating Pawnbroker Loan Rules and Consumer Protections This bill modernizes Washington’s pawnbroker laws by updating loan terms, fees, and repayment options. It strengthens consumer protections while maintaining access to small-dollar lending, ensuring clearer, fairer rules for both borrowers and businesses.

All of these bills continue to move through committee or onto floor calendars. I’m actively working with colleagues across the aisle, listening to stakeholders, and ensuring every voice is heard as we refine these proposals. 


On the Broader Revenue Conversation 

Perhaps the most important work this session is not just individual bills, but progressive revenue reform. Our current tax system carries deep inequities where the highest-earning Washingtonians pay a lower effective rate than many working families. Without updating how we generate revenue, we won’t be able to fully fund education, healthcare, housing, public safety, and the services our communities rely on. I’ll have more to share soon on legislative proposals in this space and how you can engage.
