Measure extending the Expanded Learning Opportunities Council passes House

OLYMPIA – The Expanded Learning Opportunities Council (ELOC) advises the Governor and the Office of Superintendent of Public Instruction (OSPI) regarding comprehensive expanded learning opportunities. The ELOC is slated to expire in August of 2019.

A bill passed with a unanimous vote in the House of Representatives today would be the next step in the evolution of this Council and build on the important work that they have already done. The ELOC will take on an advisory role within the Center for Improved Student Learning, encouraging partnerships between schools and community based organizations who offer expanded learning opportunities.

“Research has shown that by 6th grade, students from middle income families have had about 6,000 more hours of expanded learning opportunities than their peers who are in low-income households,” said Rep. Shelley Kloba (D-Kirkland), prime sponsor of the legislation. “This deficit may be contributing to the opportunity gap and we must do all we can to close it.”

“This bill will empower the ELOAC to continue its invaluable work. It will allow for more programs across Washington that augment and expand upon the work that is being done inside classrooms by providing hands on, experiential learning opportunities outside of the classroom,” said Kloba.

The legislature established the 17-member ELOC to advise the Governor and OSPI with particular focus paid to summer learning losses that are most often faced by low and middle-income families.  Summer learning loss is a key contributor to educational opportunity gaps.

The measure now moves to the Senate for further consideration.
