Friends and neighbors,
H.R. 1 does one thing very well: it hands permanent tax breaks to billionaires and massive corporations and sends working people the bill.
While families in our community are facing rising rents, grocery costs, and healthcare expenses, this federal budget locks in giveaways to the ultra-rich – and then uses the resulting shortfall as an excuse to cut wildfire mitigation, healthcare, disaster response, and food assistance.
That’s not an accident. It’s a choice.
Washington Chose a Different Path
Just last year, Washington voters sent a clear message: tax extreme wealth, invest in people.
Two-thirds of voters chose to preserve the capital gains tax to fund childcare, early learning, and higher education.
But federal disinvestment now threatens the progress we’ve made. As Congress slashes public revenue, states are left scrambling, and working people are left paying more for less.
We don’t have to accept that.
Introducing the Well Washington Fund
To protect our communities from federal cuts, I’ve introduced legislation to create the Well Washington Fund – a dedicated, protected fund to support:
- Healthcare
- Cash assistance
- Higher education
- Housing
- Core social services Washingtonians rely on
The fund raises revenue only from the largest corporations, through a payroll tax that applies only to wages over $125,000.
Let me be clear:
- This is not a tax on workers
- It is not a tax on small businesses
- It is a way to ensure that the corporations who benefit most from our economy contribute to the public good – just like their employees already do
At a time when some corporations are spending millions lobbying to avoid taxes, this bill says: Washington won’t accept manufactured scarcity in a state full of wealth.

Budgets Are Moral Documents
Every budget tells a story about our values.
The Trump budget says public wealth should flow upward into private hands. Washington voters have said something very different.
The Well Washington Fund is about protecting our future before the worst federal cuts hit and making sure working people aren’t left holding the bag.
