OLYMPIA – Gov. Ferguson has signed HB 1391, sponsored by Rep. Julio Cortes (D-Everett), into law, marking a meaningful win for juvenile justice reform. The bill standardizes juvenile diversion programs statewide, removes barriers to access, and centers community-based rehabilitation over incarceration.
“Diversion works,” said Rep. Cortes. “It gives youth a real second chance and leads to better outcomes for everyone. This is how we begin to build a more just and rehabilitative juvenile justice system.”
HB 1391 takes effect ninety days after the adjournment of the 2025 legislative session. Click here or on the image below to learn more.
