2026 End-of-Session Newsletter

2025-26 Biennium Bills

During my first term serving the 41st District, I successfully passed 9 bills, as well as 4 companions or bills that incorporated my proposed policies.

HB 1640 bill signing

HB 1640 – Strengthening oversight for healthcare professionals This bill ensures stronger oversight of certain healthcare professionals by placing their licenses under the Uniform Disciplinary Act. By standardizing disciplinary procedures, we create a fairer, more transparent system that protects patients and upholds high professional standards in healthcare.

HB 1899 – Improving Washington’s homelessness census To effectively address homelessness, we need accurate data. This bill aligns Washington’s homeless census process with federal standards, ensuring we gather the best possible information to direct resources where they are needed most. Having participated in the annual Point-in-Time count, I know firsthand the challenges with our current data collection method. By improving data collection, we take a step toward more effective policies to support our unhoused neighbors.

HB 1967 – Updating bonding requirements for public works projects This bill removes unnecessary bonding requirements in the design phase of design-build public works projects. Since construction risks don’t apply to design services, HB 1967 clarifies contracting language to improve efficiency and reduce costs for public projects.

HB 1970Allowing WSDOT to use alternative contracting for faster highway projects Construction costs continue to grow and the procurement methods continue to evolve to better delivery our transportation infrastructure projects. This bill expands the use of alternative contracting procedures for state highway projects, allowing for greater flexibility, efficiency, and cost savings in infrastructure development. A modernized approach to highway construction means faster, smarter projects that improve our transportation network for all Washingtonians.

HB 1980 Expanding transportation options and efficiency This bill allows certain private employer transportation services to use designated public transportation facilities. By making better use of existing infrastructure, we can reduce congestion, improve commute options, and support more efficient movement of people, especially in high-traffic corridors. A public-private partnership in our transportation system!

HB 2228 – Modernizing building code regulations for scissor stairs This legislation updates state building codes to allow for the use of scissor stair configurations in certain buildings. This is a smart, design-focused change that can improve safety, increase flexibility in construction, and help reduce costs, particularly as we work to expand housing options in our communities. A key innovation in housing!

HB 2229 – Updating to the Professional Engineers’ Registration Act This bill modernizes aspects of the state’s professional engineers’ licensing framework to better align with current practices. It helps ensure that our regulatory system supports a strong, qualified workforce while maintaining rigorous professional standards.

HB 2230 – Streamlining oversight for community residential service providers This bill improves how the state monitors and oversees community residential service providers, reducing duplicative processes and administrative burden while maintaining strong accountability standards. The goal is simple: allow providers to focus more of their time and resources on delivering high-quality care to the people they serve. A critical government efficiency bill!

HB 2420 – Increasing small works roster contract limits This proposal raises contract limits for small works rosters, making it easier for local governments to complete smaller public works projects more efficiently. It also helps expand opportunities for small and local contractors to compete for public projects, supporting economic growth in our communities. An important government efficiency bill!

HB 1296Promoting a safe and supportive public education system This policy brings the parental bill of rights initiative language into alignment with other parts of state law, expanding parental rights established by the initiative while protecting student safety and privacy. All students have the right to receive a public education free from discrimination. It ensures our public schools don’t discriminate against students based on their ethnicity, gender expression, gender identity, homelessness, immigration or citizen status, or neurodivergence. The final policy included SB 5123, which was a companion to my HB 1855 that expanded definitions and protections in our public schools, for students based on ethnicity, gender identity, homelessness, immigration status or neurodiversity.

HB 2442 – Ensuring local government funding flexibility This bill expands how certain local taxes can be used and creates new optional tools that local governments may adopt to address pressing challenges facing communities across Washington, including housing, childcare, public health, and
behavioral health. It incorporates elements of my bill, HB 1870, allowing counties to create a dedicated property tax levy for public health clinics, ensuring stable, long-term funding for vital healthcare services in underserved communities.

 

SB 5244 bill signing

SB 5244 – Improving healthcare access for woman, infants, and children This law, a companion to my bill HB 1693, allows providers in the Women, Infants and Children Nutrition Program to perform infectious disease tests using finger-stick sampling. This change in law will help remove a major workforce barrier for community health clinics, where finding licensed staff for essential tests can be difficult.

SB 6110 – Improving transportation safety through local partnership and student advocacy
This bill strengthens transportation safety by advancing practical, community-informed solutions to make our roadways safer for everyone. I was proud to work closely with the Senate to incorporate key elements of my HB 2374 into this legislation, ensuring that the final bill reflects both local priorities and broader statewide needs. This effort was greatly supported by the advocacy of the City of Mercer Island and local students, whose voices helped shape a thoughtful and impactful approach to safety. A meaningful step forward for safer streets and stronger community partnership!
