Gov. Signs Rep. Paul’s Bill Expanding Local Housing Flexibility into Law

OLYMPIA – Today, Governor Ferguson signed House Bill 1791 into law. Introduced by Rep. Dave Paul (D-Oak Harbor), the bill is a critical move forward in the fight against Washington’s housing crisis.

The new law removes outdated restrictions on Real Estate Excise Tax (REET) revenues, allowing cities and counties – especially smaller and rural communities – to invest in affordable housing, homelessness services, and other critical needs without raising taxes.

“This started with local leaders in Oak Harbor, and I’m proud of this bipartisan legislation that will help residents across the state,” said Rep. Paul. “This law gives communities the flexibility they need to meet growing housing demands head-on.”

By cementing these pandemic-era provisions, HB 1791 empowers local governments to respond to housing challenges with sustainable, community-driven solutions.
