Governor Signs Taylor Family Reconciliation Bill to Support At-Risk Youth

OLYMPIA –
Families experiencing conflict now have more tools to help resolve issues and start healing divides thanks to Rep. Jamila Taylor (D-Federal Way), the prime sponsor of House Bill 1509. 

The bill, signed into law by Governor Ferguson on Friday, April 25, expands family reconciliation services to more situations and shifts some support work from the Department of Children, Youth, and Families (DCYF) to community-based organizations. 

“We know that reunifying families can help at-risk youth stay housed and avert situations that could have life-altering consequences,” said Rep. Taylor. “Reconciliation services aren’t just about patching up an argument – it offers a holistic approach aimed at addressing root causes of conflict so that families can become better communicators with each other.” 

An emphasis is placed on contracting with providers who offer culturally relevant, trauma-informed approaches to reconciliation resolve immediate crisis and build a foundation for long-term success and well-being.  

Other key highlights include: 

  • Mandated annual reporting to track service use, demographics, family outcomes, and recommendations for improvements. 
  • An emergency clause to enable immediate implementation contingent on funding. 

“Giving families a wider array of support options gives more youth the opportunity to thrive,” Rep. Taylor said. “This is about meeting families where they are and building stronger, more resilient communities.”
