Gov. Signs HB 1391 to Standardize Juvenile Diversion Programs, Reduce Recidivism 

OLYMPIA – Gov. Ferguson has signed HB 1391, sponsored by Rep. Julio Cortes (D-Everett), into law, marking a meaningful win for juvenile justice reform. The bill standardizes juvenile diversion programs statewide, removes barriers to access, and centers community-based rehabilitation over incarceration. 

“Diversion works,” said Rep. Cortes. “It gives youth a real second chance and leads to better outcomes for everyone. This is how we begin to build a more just and rehabilitative juvenile justice system.”
