Inslee orders furloughs for most state employees as state revenue plummets
Gov. Jay Inslee on Wednesday directed state agencies under his authority to cancel a scheduled 3 percent pay raise for many of the state’s highest-paid general government employees and to begin furloughs for most state employees. More than 40,000 state employees will be required to take one furlough day per week through July 25. After July, employees will be required to take one furlough day per month at least through the fall, the governor’s office said. Continue reading at The Olympian. (Elaine Thompson)
State officials: Reopening could stall or reverse unless people ‘take seriously’ masks, distancing
Communities in Eastern Washington, including Spokane, must take seriously directives to wear face coverings, to physically distance in public and to limit gatherings , state health officials warned on Tuesday. If not, counties could stall in Phase 2 of the state’s reopening or even move back to Phase 1, said David Postman, chief of staff for Gov. Jay Inslee. Continue reading at The Spokesman-Review. Seattle protests are barely spreading COVID-19 — so far
“Results are in from UW Medicine and out of 3,000 tests fewer than 1% were positive,” the City of Seattle’s COVID-19 website now reads. On June 14, an additional line appeared below this one, reading, “To our knowledge and based on volunteered information, there is no evidence so far of people testing positive for COVID-19 from attending protests in Seattle.” By Monday, June 15, that line had vanished. The new data analysis comes from a situation report released by the Washington Department of Health Saturday, which shows that several parts of Eastern Washington have yet to reach their peak number of cases. Seattle protest leaders call for defunding and dismantling police. What would that look like?
Something has changed in the conversation around police reform amid the protests that have gripped Seattle and the nation for weeks. “Reform” hardly seems the word for it anymore. The revulsion around Floyd’s killing is so strong, the loss of confidence in police so widespread, especially in their ability to root out violent racism, that many protesters are calling for police to be defunded, dismantled or abolished altogether. State says schools will reopen this fall
Washington’s schools chief said Thursday that he expects school districts to reopen buildings and return to in-person learning next school year, as long as public health guidelines allow them to do so. The goal: Resume regular, face-to-face schedules for most or all students at the beginning of the 2020-21 school year. Continue reading at The Yakima Herald. (Amanda Ray)

Cities Grew Safer. Police Budgets Kept Growing.
In Boston, Los Angeles and Milwaukee, about one in every 10 dollars of local government spending goes to the police. In Minneapolis, it’s about one in every 20 dollars. American society has not settled on what that number should be — how much of a priority the police ought to have, alongside schools and parks and housing and health care. But the police share of spending has grown over the past 40 years, even as cities have become far safer. Continue reading at The New York Times. (Quoctrung Bui)

Inslee orders new probe in death of man in police custody
Gov. Jay Inslee has ordered an independent investigation into the death of a man while in the custody of Tacoma police after new information emerged that at least one Pierce County Sheriff’s deputy and a Washington State Patrol trooper were at the scene when he was detained and died on March 3. Inslee said Wednesday that officials are working to determine who will conduct the investigation and who will make charging decisions in the death of Manuel Ellis. The county medical examiner ruled the death a homicide, concluding that Ellis died from a lack of oxygen due to physical restraint. Continue reading at Kitsap Sun. (Ellen M. Banner, AP)
Amazon to halt police use of controversial facial-recognition technology for one year
In a significant reversal, Amazon said Wednesday it will stop police use of its controversial facial-recognition technology for a year as it awaits federal legislation to regulate it. Amid global protests sparked by the police killings of George Floyd, Breonna Taylor and other Black people, companies have come under increasing scrutiny for their sale of technologies to law enforcement agencies, with a particular focus on facial recognition, which has been shown to misidentify people of color more frequently than white people and used to identify protesters. ‘This is not a game’: Trump threatens to ‘take back’ Seattle as protesters set up ‘autonomous zone’
After days of clashes with protesters outside the Seattle Police Department’s East Precinct, authorities backed down on Monday, removing barricades and boarding up the building. Since then, protesters have moved in, proclaiming the area the “Capitol Hill Autonomous Zone,” where the police are forbidden, food is free and documentaries are screened at night. To some protesters, it’s a first step toward their demands to defund the police and end racial injustice. Continue reading at The Washington Post.
