Legislature tackled other issues along with COVID-19
Washington’s 2020 legislative session can be divided into two distinct parts: before cases of COVID-19 were discovered in the state, and after. In that first half – which by the time the Legislature adjourned Thursday evening seemed months, not weeks, ago – there were big concerns like growing numbers of homeless residents in urban and rural areas, a delay in transportation projects and worries about what was being done with personal data on the internet. What a difference 60 days makes. When Washington lawmakers arrived in Olympia in mid-January for a short election-year session, the state’s economy was riding high, homelessness and housing were top of mind and there was talk of trying to expel Republican state Rep. Matt Shea from the House. As the Legislature adjourned Thursday, 60 days felt like a lifetime ago. A surreal “new normal” had taken hold as Washington finds itself in the grips of a global coronavirus pandemic — which poses a threat not just to the public, but also to the economy and to state revenues. Bars, gyms and more ordered closed in Washington state
All gatherings with more than 50 people will be prohibited in Washington state beginning Monday when Gov. Jay Inslee is expected to sign an emergency proclamation to help stop the spread of COVID-19. The order will not apply to restaurants, which will be able to provide take-out and delivery services, but in-person dining will be prohibited. ‘Nothing short of torture’: WA to restrict youth solitary confinement
state House bill to limit the use of youth solitary confinement in juvenile detention facilities has passed both chambers of the Legislature, as the end of the 2020 session draws near. The legislation, sponsored by the Office of the Attorney General, must now be signed by Democratic Gov. Jay Inslee in order to be made law. Spokespersons from Attorney General Bob Ferguson’s office testified during public hearings about the necessity of limiting, if not prohibiting, the use of solitary confinement on juveniles. Transportation budget passes, could end ‘pause’ on major highway projects
A $10.3 billion budget designed to resume work on transportation projects on “pause” because of last year’s initiative to reduce fees and taxes for vehicle license tabs passed the Legislature with overwhelming majorities by both chambers on Wednesday. The budget “solves a huge problem” from Initiative 976 but only for a year, Senate Transportation Chairman Steve Hobbs, D-Lake Stevens, said. “It’s a budget that works for this year, but we’ve got a lot of work to do in the coming years,” he warned. The state Senate on Tuesday approved a much-worked bill to repeal a tax break for Boeing — but not give it all back in the future. Senate Bill 6690 seeks to resolve an international trade dispute between the U.S. and the European Union and prevent billions of dollars in retaliatory tariffs on the aerospace giant’s planes, its suppliers’ products and other Washington exports such as fruit, wine and seafood. Warning that the number of coronavirus cases in Washington could double weekly, Gov. Jay Inslee on Tuesday indicated that mandatory social-distancing measures could be announced this week and, in the meantime, imposed new restrictions on nursing homes. “If we’re going to stop this epidemic, or seriously slow it down, we need to look at what’s coming in Washington state, not just what is here today,” Inslee said at a news conference at the Capitol. Sex ed bill sent to Governor after moving speech by Sen. Mona Das
A controversial bill to require Washington’s 295 school districts to teach comprehensive sexual health education in grades K-12 is on its way to Gov. Jay Inslee for his signature. By a 27-21 vote on Saturday, the state Senate agreed with House amendments to SB 5395. The roll call followed a moving floor speech by Sen. Mona Das, D-Kent. The bill would be phased in over two years, with the mandate to teach all students in grades six through 12 beginning with the 2021-2022 school year and to all students a year later. Bill boosting accountability for facial recognition technology passes the House
Agencies using facial recognition technology would be required to test it for accuracy and bias to make sure it’s accountable, under a bill that passed Friday in the House. The bill will provide moral guardrails on the use of facial recognition software, said Rep. Debra Entenman, D-Kent. The technology needs to improve and be held to higher standards.
