Inslee’s carbon setback, sex education, the Second Amendment
Gov. Jay Inslee suffered another setback Thursday in his attempt to limit carbon emissions by the state’s largest polluters. A sharply divided state Supreme Court fouled things up by invalidating key components of the Clean Air Rule drawn up by his Department of Ecology. Continue reading at The Everett Herald. Microsoft unveils ambitious $1 billion plan to address climate change
Microsoft announced Thursday its plans to be carbon negative by 2030, as part of a $1 billion climate initiative. “The scientific consensus is clear. The world confronts an urgent carbon problem,” the company said in a news release, penned by Microsoft President Brad Smith. “Already, the planet’s temperature has risen by 1 degree centigrade. If we don’t curb emissions, and temperatures continue to climb, science tells us that the results will be catastrophic.” Continue reading at MyNorthwest.

Virginia legislature passes Equal Rights Amendment in historic vote
Both chambers of Virginia’s General Assembly passed the Equal Rights Amendment Wednesday, fulfilling a promise that helped Democrats seize control of the legislature and marking a watershed moment in the nearly century-long effort to add protections for women to the U.S. Constitution. The lopsided votes capped an emotional week in which Democrats — particularly female lawmakers, who now hold unprecedented positions of power in Richmond — celebrated history in the making. Plastic bag ban passes Washington Senate again
The Washington Senate has once again approved a measure to ban single-use plastic bags. The chamber voted 30-19 Wednesday to re-pass the measure it first passed during last year’s legislative session. The bill now heads to the House, where it stalled last year. The bill would ban stores from giving out single-use plastic carryout bags and require an 8-cent charge for other bags handed out. Continue reading at Union-Bulletin.

5 big issues the Washington Legislature will debate in 2020
Some years, the Legislature faces huge issues, spends months in partisan wrangling and needs extra weeks or even months to complete some tasks. 2020 might not be one of them – except for some partisan wrangling, which is almost inevitable. It’s not that the state is completely free of problems that require lawmakers’ attention. Time and circumstances, however, suggest they might instead settle for some incremental adjustments on many fronts, rather than trying to push through a revolutionary change on a major issue.
