Welcome to 2020 – and to some new laws in Washington
Jan. 1 means more than a new year with toasts at midnight and a chorus of “Auld Lang Syne.” It also means new laws. Although most new Washington laws passed by the Legislature take effect 90 days after a session ends, some are always delayed until Jan. 1 or later to give residents, businesses and state agencies a bit more time to prepare. Report: Washington State Patrol singles out Native American drivers
Twelve years ago, academic researchers working with the Washington State Patrol raised a warning flag: Troopers were searching drivers from minority communities, particularly Native Americans, at a much higher rate than whites. They recommended additional study. That was the last time the WSP conducted a substantive analysis of the race and ethnicity of drivers searched by troopers. Continue reading in The Spokesman Review.

Five earthquakes, up to magnitude 6.0, rumbled British Columbia on Monday
A series of five earthquakes with magnitudes ranging from 4.8 to 6.0 was recorded Monday in British Columbia. Four of the five quakes were recorded as striking primarily on Vancouver Island and at the northern end of Victoria Island in Port Alice and Port Hardy, according to the government’s Earthquakes Canada website. Judge revokes grazing permit for ranchers pardoned by Trump
A judge on Friday revoked the grazing permit of two ranchers who were pardoned last year by President Donald Trump on an arson conviction for setting fire to federal lands. U.S. District Judge Michael Simon ruled in the long-running case after hearing arguments from the U.S. Bureau of Land Management, which granted a 10-year grazing permit to Dwight and Steven Hammond after Trump’s July 2018 pardon. President Donald Trump was impeached by the U.S. House of Representatives on two articles on Wednesday night, becoming only the third American chief executive to be formally charged under the Constitution’s ultimate remedy for high crimes and misdemeanors. The historic vote split along party lines, much the way it has divided the nation, over the charges that the 45th president abused the power of his office by enlisting a foreign government to investigate a political rival ahead of the 2020 election and that he then obstructed Congress in its investigation. Washington Supreme Court rules that legislators must release public records
Individual legislators must release records under the state’s Public Records law, which has “a strongly worded mandate for broad disclosure,” a divided state Supreme Court said today. Individual lawmakers and their offices are subject to the law under the statute’s “plain meaning.” The Secretary of the Senate and the clerk of the House also are subject to the law, but with narrower rules for public disclosure. Gov. Inslee proposes slashing unsheltered homelessness in half by spending $300 million
Gov. Jay Inslee on Wednesday proposed spending more than $300 million over three years to build emergency shelters and expand housing programs, with the goal of cutting unsheltered homelessness in half statewide. The request to the Legislature comes more than four years after King County and Seattle announced a state of emergency on homelessness hoping for state and federal help. The U.S. House gaveled in for a historic session Wednesday to impeach President Donald Trump on charges that he abused his power and obstructed Congress, votes that will leave a lasting mark on his tenure at the White House. Speaker Nancy Pelosi requested that Democrats, who have the votes to make Trump just the third U.S. president to be impeached, gather on the floor of the chamber “to exercise one of the most solemn powers granted to us by the Constitution.” Continue reading in The Spokesman Review. Pay-per-mile should replace gas tax, state commission says. Don’t expect a quick change
The state Transportation Commission’s seven-year study of how to replace the state gas tax has reached the end of the road. On Tuesday, the commission made its recommendations to the Legislature. As expected, the major one is for lawmakers next year to consider phasing in a pay-per-mile tax to replace the state gas tax, which is 49.4 cents per gallon. The idea is that a new source of revenue is needed because the state’s gas tax — which is used to fund roads and bridges — is being eroded by increasingly more fuel-efficient cars and electric vehicles. AG Ferguson sues Trump administration over courthouse immigration arrests
Washington state has sued the Trump administration over its practice of arresting people at courthouses for immigration violations, saying it interferes with the state’s authority to run its judicial system. Attorney General Bob Ferguson filed the lawsuit Tuesday in U.S. District Court in Seattle. It says when Immigration and Customs Enforcement agents patrol courthouse hallways and parking lots, they deter crime victims and witnesses from testifying and interfere with criminal prosecutions.
