Expanding Low-Carbon Thermal Energy Networks 

OLYMPIA – Washington continues to move one step closer to a cleaner, more efficient energy future. Earlier this week, the House of Representatives passed House Bill 1514 expanding the use of low-carbon thermal energy networks (TENs)—innovative systems that transfer heat through piped noncombustible fluids to reduce greenhouse gas emissions and improve energy efficiency. 

Building on the foundation set by HB 2131 (2024), this legislation provides regulatory clarity for thermal energy companies by bringing them under the oversight of the Utilities and Transportation Commission (UTC), while offering exemptions for smaller systems and those already in development. Additionally, the bill allows electric utilities to offer discounted rates to TEN operators—under specific UTC-approved conditions—to enhance electrical grid efficiency. 

Rep. Alex Ramel (D-Bellingham), the bill’s prime sponsor, shared, “This ensures a clear regulatory framework for thermal energy companies and their customers. It paves the way for greater investment in sustainable heating and cooling solutions, while creating good jobs for a workforce that has historically depended on fossil fuels.”
