New Law Opens Doors for Young Students Seeking a Second Chance at Graduation

OLYMPIA – For thousands of Washington students who leave traditional high school before graduation, the path to a diploma just got more accessible. Today, Governor Bob Ferguson signed into law House Bill 1556, championed by Representative Debra Entenman (D-Kent), expanding tuition waiver eligibility for high school completion programs at Washington’s community and technical colleges. 

Previously, only students aged 19 and older were eligible for tuition waivers for high school diploma or certificate courses. HB 1556 removes this age restriction, allowing younger students—starting at age 16—to receive financial support as they pursue alternative high school completion pathways, including General Educational Development (GED) programs. 

“This bill is about equity and access,” said Rep. Entenman. “Every student deserves a chance to succeed, no matter their age or circumstance. By removing this barrier, we’re making sure that students who are ready to complete their high school education have the support they need to move forward—whether that’s into the workforce or toward a college degree.” 

Community and technical colleges across the state provide essential programs for students who seek flexible paths to completing high school and advancing their education.  

With no fiscal impact, HB 1556 offers a cost-neutral way to expand opportunity for more young people, many of whom are working hard to overcome challenges and change the trajectory of their lives. 

The legislation passed both chambers unanimously—97-0 in the House and 49-0 in the Senate—and was developed in partnership with the Washington State Board for Community and Technical Colleges. 

Because of this bill, more students will now have access to the education they need. This bill reflects the real needs of today’s students and supports the work colleges are doing to prepare learners for a stronger future. 

HB 1556 will go into effect 90 days after the close of the 2025 legislative session.
