OLYMPIA—Washington state has enacted House Bill 1102, sponsored by Rep. Clyde Shavers, D-Clinton, marking the most significant expansion of the state’s Veterans Service Officer (VSO) Program since its inception in 2019. This landmark legislation aims to ensure veterans across Washington have substantially improved access to critical benefits and services.
Washington veterans currently face significant gaps in support, particularly in rural and underserved regions. Only eight of Washington’s 39 counties currently meet or exceed the national average for veterans receiving VA disability or pension benefits. According to Shavers, House Bill 1102 directly targets this issue by prioritizing resources toward areas with the most urgent need.\
“As a veteran, I’ve experienced firsthand the profound challenges of transitioning back into civilian life,” said Shavers. “This groundbreaking expansion of the Veterans Service Officer program demonstrates our unwavering commitment to ensuring veterans in every community have access to the essential support they deserve.”
House Bill 1102 broadens eligibility for counties to participate in the VSO Program, prioritizes funding for counties with the lowest veteran benefit participation, and requires counties to extend their services to veterans from neighboring areas. Furthermore, the Washington Department of Veterans Affairs will proactively reach out to recently discharged veterans within 90 days, informing them of available resources and benefits.
According to Shavers, he has consistently prioritized legislation supporting veterans and military families, including sponsoring House Bill 1346 in 2023, which established the Purple Star Award. This award recognizes school districts that provide dedicated support and resources for military-connected students and their families during school transitions.
“Our veterans have selflessly served our country, and it is our solemn duty to support them in return,” Shavers emphasized. “Island County’s success clearly illustrates how transformative dedicated veteran support can be. We are now expanding this model statewide, ensuring every veteran has the opportunity to thrive.”
House Bill 1102 will take effect on July 27, 2025.
