Why: House Bill 2338, sponsored by Rep. Fitzgibbon, would direct the Washington State Department of Ecology to adopt a rule establishing a Clean Fuels Program (also known as a low carbon fuel standard) to limit the greenhouse gas emissions per unit of transportation fuel energy to 10 percent below 2017 levels by 2028. Establishment of such a program would lead to improvements in local air quality as well as provide economic benefits to the state. Clean fuel businesses, state agencies, public health and environmental groups will be testifying in favor of the measure. Rep.
