Hello,

I am Mary Fosse, your State Representative for the 38th Legislative District. As your voice in the Washington State House, I am deeply honored to serve you and listen to your concerns. My approach to governance is built on collaboration, empathy, and action—guided by lived experience and a deep commitment tadvocating for our community and putting people first.

As we move forward together, I remain focused on addressing the issues that matter most: lowering the cost of living, expanding affordable housingsupporting working families, improving access to child careprotecting consumers, and building safe, resilient communities. 

I am dedicated to pursuing thoughtful solutions and proud of the work we’ve done. I’ve fought to strengthen worker protections, expand childcare access, support apprenticeships and workforce pathways, advance environmental justice, support small businesses, and have secured substantial investments for our community—from behavioral health infrastructure and protecting our most vulnerable neighbors to climate resilience and substantial investments in education.

Investing in the 38th District

I’m excited to share that the final supplemental capital and transportation budgets make significant, meaningful investments in our district—helping to move forward both new priorities and long-standing projects that are important to our community.

Below are several of the key capital investments secured this year, with nearly $8.8 million allocated to the 38th:

  • $309,000 for Helping Hands Supportive Housing in Everett
  • $515,000 for the Everett Health Engagement Hub expansion
  • $1,545,000 to support pregnant, parenting and women’s inpatient substance use treatment
  • $2,050,000 for the Tulalip School acquisition
  • $3,850,000 for the Everett Bridge Housing project led by the Everett Gospel Mission 

In addition, the transportation budget includes funding for important projects, like:  

  • 156th Street railroad overcrossing
  • North Broadway pedestrian bridge
  • Snohomish River Regional Trail
  • State Route 9/State Route 92 intersection improvement project
  • U.S. 2 Trestle capacity improvements and westbound Trestle replacement

Safeguards Against Hate & Knowing Your Rights

Communities from all backgrounds are facing a moment of heightened uncertainty, and many (especially our immigrant and refugee neighbors) are feeling the weight of what’s happening across the country with immigration enforcement.I want to let my constituents know that you are not alone in that concern; it is shared and deeply felt. This is precisely why we must stand together: refusing to let fear divide us or erase the distinct challenges each community faces, while taking clear, deliberate steps in Olympia to protect our vulnerable neighbors, safeguard against hate, and uphold the dignity and security of those who call our communities home. Below is a reviewof some of our recent work to protect vulnerable communities and safeguard against hate.
