Fosse Bill to Streamline Bargaining for DOC Employees Signed Into Law

OLYMPIA – Governor Ferguson has signed House Bill 1105 into law, introduced by Rep. Mary Fosse (D-Everett) to streamline collective bargaining for Department of Corrections (DOC) employees.

The new law allows DOC employees with interest arbitration rights to negotiate a separate master agreement outside of the general government coalition, reducing delays and improving efficiency in bargaining for all parties.

“This is a simple, practical fix that respects the unique bargaining needs of DOC employees while preventing unnecessary holdups for other state workers,” said Rep. Fosse.

HB 1105 ensures clearer, faster negotiations for Washington Federation of State Employees (WFSE) members at DOC, particularly community corrections officers.
