OLYMPIA – Today, Governor Ferguson signed House Bill 1549 into law modifying the responsible bidder criteria for public works projects. The bill further supports workforce development in construction through training for apprentices; enhancing contractor training, awareness and resources, and increases public transparency.
Rep. Mary Fosse (D-Everett), sponsor of the bill, shared, “this bill addresses workforce gaps by increasing job opportunities for apprentices while simplifying processes for contractors. It supports a growing, skilled workforce and helps reduce the burden on public agencies.”
The bill also requires contractors awarded contracts with apprentice requirements to submit an apprentice utilization plan. It requires the Department of Labor and Industries (L&I) to increase transparency by publishing essential information on its website and providing a template for utilization plans.
Section 1 of the bill takes effect July 1st, 2026. Sections 4 and 5 take effect July 1st, 2027. Learn more about HB 1549 by clicking here or on the image below.
