Rep. Tina Orwall, D-Des Moines, talks about the policies she has spearheaded to help survivors of sexual assault, staring with requiring that all rape kits be tested and providing funding to the state patrol for this purpose, and developing a statewide tracking system for survivors to check the status of their kits. The Legislature also passed measures to require trauma-informed training for officers and funding to establish a state laboratory in Vancouver to address the backlog. This year she is sponsoring House Bill 1109, a survivors’ bill of rights, which makes the process more transparent and gives survivors the power to get updates on their cases.
