Investing in Housing Affordability 

Dear neighbors, 

I know how the high cost of housing is hard on families and our economy, and I’m pleased to report that the legislature is focusing on this critical issue. For example, the Washington State Department of Commerce has awarded $14.6 million in grants to support housing projects across 10 counties, creating over 1,800 affordable housing units. These funds come from the Connecting Housing to Infrastructure Program (CHIP), which helps cover essential infrastructure costs and barriers to new housing development.

One of the funded projects is right here in our district—Generations Place in Langley, which received $140,000. This initiative, led by Island Roots Housing and supported by Goosefoot Community Fund, will bring 14 rental apartments to the community. Nine of these units will be available to households earning up to 80% of the area median income, while five will be designated for those earning up to 60%. I was honored to work with our budget writers and my seatmates in securing an additional $1.6 million in state funds through a Local Project Appropriation for this important project. 

In addition to Generations Place, two more affordable housing projects are in the works in partnership with Habitat for Humanity and Whidbey Island Living Legacy. Together, these projects will create 27 new housing units to help meet local needs. 


Legislative Wins on Housing 

Housing affordability remains one of Washington’s most pressing challenges. Rising rents and a shortage of housing units are pushing families into financial hardship. This legislative session, we’ve made some significant progress in addressing the issue: 

  • HB 1217: Brings stability and predictability to rental markets 
  • HB 1403: Expands access to condominiums for first-time homebuyers 
  • HB 1696: Expands eligibility for the Covenant Homeownership Program. 
  • HB 1757: Allows commercial buildings in residential zones to be converted into housing 

These measures will help create more housing options and ease the financial burden on families.
