It is an honor to represent the residents of the 10th district. I serve on the Postsecondary Education & Workforce (Chair), Transportation, and Technology, Economic Development & Veterans committees. As your representative, I’m proud to have fought for:
- Reducing the costs of higher education by creating a summer Running Start program. This major victory for students and families will allow high school juniors and seniors to enroll in tuition-free course at community colleges in the summer, in addition to the regular academic year.
- Establishing a sustainable industry-supported approach to promoting tourism by allowing local businesses to come together and invest in attracting visitors, events, and economic activity. With everything our state has to offer, this bipartisan measure is a big step forward for Washington to claim a spot as a destination on the global stage (HB 2325).
- Improving mental health outcomes for young people in rural communities, including securing $750,000 for Island County to improve outreach and services to youth and children.
- Making healthcare more affordable by capping the cost of epinephrine injectors (epi-pens) and inhalers at $35 for a 30-day supply (HB 1979).
- Landmark legislation (HB 1700) to help local governments and ports remove abandoned boats from our waterways. This program will save taxpayers millions of dollars by removing these dangerous boats—before they can pollute our waterways.
- Historic investments for Washington State Ferries in the Move Ahead WA transportation budget, including $1.3 billion to build three new hybrid-electric vessels, and $9 million to recruit, train, and retain ferry personnel.
- Key legislation to support veterans, active-duty personnel, and their families. HB 2543 grants in-state tuition for veterans and their children as they transition from military service to civilian life. HB 2544 ensures all armed service personnel who earned a campaign badge or campaign medal will receive full retirement benefits from the state of Washington.
- Improving public safety by funding more cohorts at the state’s law enforcement academy, cosponsoring legislation to increase the pay for Washington State Troopers, and strengthening the training and support for 911 first responders.
- Fixing our regressive tax system, including fighting for sales tax relief (HB 2018) and advocating for property tax relief for our state’s working families.

ELECTION YEAR ACTIVITY RESTRICTIONS
Rep. Dave Paul, D-Oak Harbor, has a message for his 10th Legislative District constituents regarding Election Year Activity (EYA). On election years, there are restrictions under Washington’s Ethics in Public Service Act that limit how legislators can communicate using official channels to ensure no public resources are used for campaign purposes. It establishes a freeze on all social media and mass mailings, including electronic newsletters, until after the election is certified. However, Rep. Paul wants to make sure his constituents know that they are always welcome to reach out to him directly with their questions, concerns and ideas.
2026 Session Report to the 10th Legislative District
The 2026 legislative session called for collaboration and a clear focus on the essentials. In a challenging supplemental budget year, we worked across the aisle to protect the services people rely on while making targeted investments in education, workforce training, behavioral health, and improving ferry service reliability—priorities that matter here in our community. Of the 268 bills passed this session, 174 received at least 80 percent support, underscoring the importance of working together to get things done. 2025 10th Legislative District Update
The 2025 legislative session proved what’s possible when we lead with values and work across the aisle. A remarkable 421 bills were passed—164 unanimously and 274 with 80% support or more. As your representative, I fought to preserve essential services. This year brought budget shortfalls in both operating and transportation accounts, but we stood firm protecting investments in schools, housing, healthcare, ferries, and jobs.
