OLYMPIA – Today, Governor Ferguson signed HB 1273 into law, expanding access to Career and Technical Education (CTE) Dual Credit opportunities for high school students across Washington. Sponsored by Rep. Dave Paul (D-Oak Harbor), the bill removes financial and administrative barriers that have kept many students—particularly in rural areas—from earning the college credit they’ve worked for.
In 2023, over 56,000 students enrolled in CTE Dual Credit courses, yet only 3% successfully applied those credits toward a postsecondary credential. HB 1273 extends a successful pilot program, streamlines credit transfer systems, and requires state agencies to improve dual credit transparency and alignment with workforce needs.
“This is a major step toward workforce readiness,” said Rep. Paul. “We’re ensuring students see real value from the classes they take, and that those credits help launch their careers.”
The new law also strengthens partnerships between school districts and community colleges, creating a clearer pathway for students to transition from high school into apprenticeships, college programs, and high-demand careers.
