OLYMPIA – Most workers have access to collective bargaining rights, yet agricultural cannabis workers have long been excluded from federal labor protections. Today, the House of Representatives has passed HB 1141 ensuring that agricultural cannabis workers finally gain the right to unionize. By establishing a framework for collective bargaining, this bill levels the playing field for workers who cultivate and harvest one of Washington’s fastest-growing industries.
“This bill is about equity and justice,” said Rep. Lillian Ortiz-Self (D-Mukilteo), the bill’s sponsor. “Agricultural cannabis workers, many from communities historically impacted by the War on Drugs, deserve the right to organize for fair wages and safe workplaces. This measure strengthens the workforce and industry alike.”
An amendment adopted on the floor clarifies that the bill may not be interpreted by any court to extend rights beyond those explicitly granted to agricultural cannabis workers as defined in the legislation.
